Major Additions and Changes in Caring for Our Children: National Health and Safety Standards:
Guidelines for Out-of-Home Child Care Programs
, 2nd edition.


Many standards were consolidated in the 2nd Edition. There were 981 standards and recommendations in the 1st Edition to 707 standards and recommendations in the 2nd edition. Please see Appendix CC for a conversion chart showing the consolidations of standards. See Appendix A regarding guiding principles used to develop this second edition of the standards.

Almost every standard had some change in wording and changes in rationale and comments. Listed below are highlights of some of the major changes and additions made to Caring for Our Children: National Health and Safety Standards: Guidelines for Out-of-Home Child Care Programs, 2nd edition.


Chapter 1
Standard 1.001
Chart for family child care child: staff ratios added. Discussion of school age children added to comments.

Standard 1.002
Toddler child: staff ratio for centers changed.

Standards 1.026; 1.028
CPR required when swimming/wading present or child with special need, who may require CPR, is in care. Otherwise not every staff person needs to be CPR trained.

Standards 1.041
Expansion of skills and knowledge of child care health consultants.

Standards 1.045; 6.014
Tb testing shall not be repeated on a regular basis unless required by the local or state health department or staff person falls into high risk categories.

Standards 1.045; 1.047
Supporting reasonable accommodations to staff health issues as required by the Americans with Disabilities Act.

Chapter 2
Recent brain development research and theory was added to rationale through out this chapter. Support of cultural diversity in all activities has been added throughout.

Standard 2.009
Appropriate outdoor temperatures for play added.

Standards 2.033 and 5.236
Updated information on proper use and type of vehicle child safety restraints systems (car seats and seat belts)

Chapter 3
Standard 3.008
Proper sleep position - Infants shall be placed supine on bedding based on studies regarding reducing the incidence of sudden infant death syndrome

Standards were made consistent with American Society of Testing and Materials', National Fire Safety Association's and the US Consumer Product Safety Commission's standards, codes and recommendations.

Chapter 6
All standards in Chapter 6 have been updated to be consistent with the American Academy of Pediatrics' Red Book, 2000.

Immunization with S. Pneumoniae conjugate vaccine required.

Standard 6.016
Inclusion of children who have developed fifth disease added.

Standard 6.032
Infection control procedures required when children with Hepatitis C virus are in attendance.

Standard 6.037
Exclusion of children with scabies added.

Standard 6.038
Children shall not be excluded immediately because of head lice.

Standard 6.039
Inclusion of children with ringworm who have received appropriate treatment allowed.

Chapter 7
Renamed and reorganized to contain standards specifically related to children who are eligible for services under IDEA. Many standards in the 1st edition were reorganized into the subject chapter of their primary content (i.e. Nutrition issues for children with special health needs in Chapter 4) thus encouraging the concept of inclusion through the various aspects of child care services and administration.

Recommendation 9.027
Injury prevention role added to other roles of health department in relationship to child care.
